Effective measures should be taken to improve China's international air cargo capacity, not only to ensure transportation and supply, but also to enhance the international competitiveness of logistics.
1： We need to strengthen international cooperation and smooth international express and other air freight. Give policy support to international freight routes during the epidemic.
Encourage the increase of cargo aircraft and the development of all cargo aircraft transportation. Support the development of all kinds of ownership air cargo equally,
Encourage the joint reorganization of air freight enterprises and logistics enterprises, and support express enterprises to develop air and overseas networks.
2： We need to improve the distorted air cargo network. For airports with strong cargo function, the time limit on cargo flights during peak hours shall be released.
In Beijing, Tianjin and Hebei, the Yangtze River Delta, Guangdong, Hong Kong and Macao, Chengdu and Chongqing and other regions where conditions permit, 24-hour customs clearance will be implemented.
3： We need to improve air freight standards, and establish information platforms for airlines, postal express, freight stations, etc.
Upgrade and transform the existing airport facilities, improve cold chain, express sorting and other facilities. We will promote the construction of airports that focus on freight transport.
